A housing shortage, plus rising rents and stagnant wages, are leaving more and more people vulnerable to homelessness. The crisis has prompted leaders from every sector--private companies, philanthropy, government, think tanks and community organizations--to design proposals, sponsor bills and launch coalitions for tackling the issue. Can these solutions outpace the problem, and the income inequality at its core?
