Since this threshold has already been reached, the shutdown is expected to go into effect immediately. There are exceptions: Eg, these restrictions won’t apply to unaccompanied minors and victims of human trafficking. The border will reopen to asylum seekers once crossings fall to a seven-day average of 1,500 or less for two weeks. Still, the temporary measure is drawing backlash amongst immigration advocates and within the Democratic Party. Critics say the restrictions mirror Trump’s border policies, which were halted by courts in 2018. The ACLU has threatened to sue.
