Pay-for-hire murderer Kenneth Smith stabbed a preacher’s wife to death in 1988. The state tried to execute him once through lethal injection, which failed. This time, it used the novel method of death by nitrogen hypoxia. The courts rejected Smith’s lawyers' appeals, which were based on the idea that the nitrogen process is so unknown that it [constitutes cruel and unusual punishment.]( The state says it should cause relatively "painless" death within minutes. [Article Icon 1] Tallest Skyscraper Proposed for Oklahoma The nation’s [tallest skyscraper](could be built in Oklahoma City if officials approve plans to increase the tower's proposed height from 1,750 feet to a record 1,907 feet. At that height, the Oklahoma tower would be the fifth tallest building in the world and the highest in America, taller than the current record-holder, One World Trade Center in New York City. [The height of 1,907 feet]( would also match the year Oklahoma became a state: 1907. If the project moves forward, it will be part of Oklahoma City’s ongoing metamorphosis. [Article Icon 1] California Bill Would Cap Cars' Speed A proposed California bill would require new cars and trucks to have special technology installed [that would cap the vehicles’ speed]( at ten miles over the speed limit. If passed, the bill would take effect in 2027. The sponsor, State Sen. Scott Wiener, says the goal is to [“tackle vehicle fatalities”]( by putting in an automatic governor that physically limits a car’s top speed.
