The House GOP says it requires [border security changes]( to help solve the migrant crisis as part of any bill to aid Ukraine. The Senate, meanwhile, has agreed on funding for Ukraine but is balking at an immigration overhaul. Congress previously allocated $111 billion to assist Ukraine, but the White House said all but 3% of it is already spent. The GOP says it will filibuster any aid bill that doesn’t include border security.
