Larry Hogan scrapped, finish the Purple Line project and creating a state bank dedicated to funding projects in Baltimore and reimagining public safety. 'We will reimagine public safety by recognizing that policing alone is not enough,' King said. 'We need policing plus mental health and eviction services.
