The Independent's Morning Headlines email [View online]( September 05, 2022 [Morning Headlines]( 1 / [New PM to be revealed today as frontrunner ‘considers freezing energy bills’]( Liz Truss is expected to be announced as the new prime minister today after a six-week grueling leadership campaign. The foreign secretary and Rishi Sunak will find out which one of them managed to woe over the 200,000 Conservative party members at 12:30pm. Several papers have reported that Ms Truss is strongly considering freezing energy bills to help households through the cost of living crisis if she is elected leader. The Times reports the package could be on the scale of the furlough scheme introduced by then-chancellor Mr Sunak. Industry sources told the BBC that they are increasingly optimistic the new prime minister will back plans to freeze the energy cap. The new leader is expected to make a speech following the leadership announcement, before spending the rest of the day finalising their choices for Cabinet and wider ministerial roles and writing their first prime ministerial speech.   2 / [The end of the party? When the foreign secretary formally launched her bid to replace Boris Johnson as prime minister and Conservative Party leader back in July, she explained away her refusal to join the mass resignations that led to his exit by saying she was “a loyal person”, a clear dig at rival Rishi Sunak, whose decision to quit alongside health secretary Sajid Javid two months ago began marked the beginning of the end. But despite her professions of loyalty, Ms Truss has made no secret of her own ambitions in the past, holding regular “fizz with Liz” socials for her colleagues and surgeries in the House of Commons tea room open to MPs with grievances to air, making it clear she sees herself as leadership material. Today, she is widely tipped to become Britain’s new prime minister – but who exactly is she?
