When they see a bunch of patrons sitting on an outdoor terras, they don’t know one of their “easy targets” actually has a 9mm Glock Compact underneath his shirt. So they find out the hard way. But the biggest reason you see so many off-duty cops behaving as heroes, saving unarmed innocents from dangerous criminals? So when a violent crime happens, the only ones who can act are police officers. But because of reason #2, it’s far more likely an off-duty cop can intercept a crime as it happens.
