Trumpism is at the root of said dysfunction, too. There are legitimate reasons to reform FISA, which, ironically, was designed originally to rein in the intelligence community’s worst instincts after the revelations from the Pike and Church committees. It has expanded far beyond its original mandate. It had a conspicuous growth spurt after 9/11. This expansion is worthy of examination and, where necessary, pruning.
