Markets 📈 Stocks fell on Thursday and erased their gains from Monday's rally. The Dow took a 1.1% loss, and the S&P 500 fell 1.0%. The Nasdaq ended the session with a 0.7% decline, and the small-cap Russell 2K slid 0.6%. Futures are wobbling in the premarket. Dow contracts are up 0.1%, and S&P 500 contracts are down 0.1% in early premarket trading. Biden said he will pardon all Federal offenders for simple possession of cannabis and announced other plans to loosen federal cannabis restrictions, sparking broad after-hours gains in weed stocks and leaving investors wondering if US legalization is finally in play. Premarket Highlights 🔎 - Judge Postpones Deal in Twitter-Musk Trial: In a surprise ruling, a judge granted Elon Musk's request, ending negotiations between the parties until Oct. 28th. International 🌍 Asia The Hang Seng Composite dropped 1.5%, and Japan's Nikkei 225 lost 0.7%. Australia's ASX 200 closed with a 0.8% decline. Europe The UK FTSE 100 is up 0.2%, and the French CAC 40 and the Euro Stoxx 600 are both showing fractional gains below 0.1%. Major Earnings 💰 Tilray Brands [TLRY] ... AM Economy 🏗 Jobs Report [Sep] ...8:30a Wholesale inventories revision [Aug] ... 10a Consumer credit [Aug] ... 3p Running Hot 🔥 Gainers - InVivo Therapeutics [NVIV] >> +47.1% - Ambac [AMBC] >> +22.9% - Inventiva SA [IVA] >> +15.4% Decliners - Avenue Therapeutics [ATXI] >> (60.5%) - CohBar [CWBR] >> (21.9%) - PureTech Health [PRTC] >> (21.3%) DexCom Inc. [DXCM] - Last Close: $95.21 DexCom is on the rise in response to an analyst note. Piper Sandler analyst Matt O'Brien maintained DXCM as "overweight" and raised its price target from $110 to $120. The news came just days after DexCom announced the launch of their G7 Continuous Monitoring System in the UK, Ireland, Germany, Austria, and Hong Kong. The company also said it's working to launch the product in New Zealand and South Africa in the weeks ahead, and additional launches are planned for the near future. DXCM is leading the S&P 500 with a 6.2% gain. My Take: DXCM is looking good. It just broke through a key resistance point at $90 per share, and it appears to be in an uptrend. Plus Therapeutics [PSTV] - Last Close: $0.545 Another analyst note is lifting shares of Plus Therapeutics. JonesTrading analyst Justin Walsh initiated cover on PSTV this morning with a "buy" rating and a price target of $5. Walsh's price target represents an 817% upside from the stock's Thursday closing price and more than double its current 52-week high. Shares of PSTV are trading actively with a 17.7% gain on news of the bullish analyst report. My Take: PSTV is pretty much a lottery stock. It's a tiny biotech that could go boom or bust. This analyst appears to think it has promise, but it's anyone's guess what the future holds for a small biotech firm like this. Hexo Corp [HEXO] - Last Close: $0.2142 Hexo is making big gains after yesterday's cannabis news. The tiny cannabis stock rallied in response to Pres. Biden's statement on cannabis yesterday. Most notably, Biden said he will pardon all federal offenses for simple possession of marijuana. Investors piled into pot stocks on the news, and HEXO is one of the top movers this morning. HEXO is trading actively with a 23.0% gain. My Take: HEXO is a very volatile stock due to its small size, but this stock was an up-and-comer a few years ago. If the Biden Administration continues to push towards legalization, this stock could see big gains. Akanda Corp [AKAN] - Last Close: $0.41 Akanda Corp is another cannabis stock moving on Biden's big announcement. The micro-cap weed stock is seeing strong gains in the wake of the president's announcement of cannabis pardons. The UK-based cannabis distributor only has a market capitalization of $12.6 million, and it's carrying a short interest percentage of 2.59%. Shares of AKAN are currently showing a 24.3% gain, and its one of today's highest-volume movers. My Take: AKAN is even smaller than HEXO, so it could be very volatile. Furthermore, I don't see how the Biden news has any material impact on the UK cannabis market. Potential pump and dump, I'd stay away from this one. That's it for today!
