It will increase the availability of affordable housing and housing vouchers, while providing additional funds for shelters, transitional and permanent housing programs and services, and ongoing rental assistance for those who need it. The Unhoused Bill of Rights also includes a focus on the fundamental human rights of unhoused individuals, including housing first of all, along with health care, a living wage, opportunities for education and employment, freedom from harassment by law enforcement and property owners, and access to facilities that serve the public. It funds state and local governments to provide 24/7 support for unhoused individuals, such as shelters, public restrooms, places to shower, wash hands, and do laundry, and healthy drinking water. In collaboration with government and community organizations, including the Departments of Housing and Urban Development (HUD) and Health and Human Services (HHS), and the Center for Disease Control (CDC), it develops health-based solutions from a holistic, non-punitive perspective.
