Less than two years later, she sees a solution to the chronic diseases that have plagued generations of Joppa residents. Joppa, founded as a freedmanâs town in 1872, and its residents are in the business of finding solutions to problems they didnât necessarily create. Tucked between the Union Pacific Railroad, a Martin Marietta work yard and the Trinity River, the southeast Dallas neighborhood is isolated from the rest of the city, both physically and in opportunity.
