Chip Roy of Austin in a move that caused an uproar last month. The $19.1 billion package provides aid for several disasters since 2017, including hurricanes Harvey and Maria, which pounded Texas and Puerto Rico, plus earthquakes, wildfires and other storms. The measure also forces the Trump administration to release $4.3 billion that Congress authorized more than a year ago to help Texans recover from Harvey, which inundated parts of the state with 5 feet of rain. Roy stalled the measure for 10 days by objecting to a voice vote, calling it tawdry for Congress to spend so much with most lawmakers back home for Memorial Day. ADVERTISEMENT CRIME & COURTS [17-year-old recent DeSoto grad shot to death in car in downtown Dallas]( A 17-year-old who just graduated from DeSoto High School [was found shot to death Tuesday morning in a car in downtown Dallas]( police said. Leroy Hawkins was found in the front passenger seat of a 2007 Pontiac, police said. He had been shot several times. The shooting happened about midnight on Federal Street near North Akard Street. Witnesses reported hearing five shots, police said. According to police, two men in the car got into an argument with another man, who fired several times into the car. Hawkins was taken to Baylor University Medical Center at Dallas, where he died of his wounds, police said.   New charge: "Girl in the Closet" Lauren Kavanaugh, jailed on charges of sexually assaulting a child, [has been accused of spitting in a jailer's mouth]( court records show.   And: Southlake police are searching for two people who went on [an $18,000 spending spree with a woman's stolen credit cards](  BUSINESS [American Airlines is building a $250 million hotel, conference center at the 'heart' of its HQ]( Fort Worth-based American Airlines' new campus will include a $250 million hospitality center complete with a 600-room hotel and a conference and training center to accommodate its growing workforce. [The center will serve as the "heart" of the headquarters]( said Jonathan Pierce, American's director of campus engagement. The 620,000-square-foot building will include office, retail and hotel space as well as dining areas, a tavern and a 131,000-square-foot conference and training center for employees, according to a newly filed building permit application. The building will replace the facilities that served as the airline's flight attendant school since the 1950s and will be built on the same site, said Kirk Hotelling, American's managing director of campus properties.
