[Morning roundup]( 01/22/2019 By Todd Davis and Carla Solórzano Good morning! Here is a look at the top headlines as we start the day. 🌦️ Weather: Mostly cloudy and breezy with a 30% chance of showers. High of 64 degrees. 🔎 Prefer the online view? It's [her]( Darren McFadden was interviewed at The Star in Frisco in 2017. (Ashley Landis / DMN File) CRIME [Ex-Cowboy Darren McFadden arrested on DWI charge in Whataburger drive-through]( Former Dallas Cowboys running back Darren McFadden was arrested early Monday after falling asleep in the drive-through lane of a McKinney Whataburger, police said. [McFadden, 31, faces charges of driving while intoxicated and resisting arrest, search or transport](. He was released on personal recognizance a short time after being taken into custody, jail records show. Employees at the fast-food restaurant in the 9000 block of West University Drive reported a man asleep in his vehicle in the drive-through just after midnight, McKinney police said. McFadden could not be reached for comment Monday afternoon, and he did not have an attorney listed in court records. And: [Two men were shot]( Sunday night in what police believe was a robbery attempt at a southeast Oak Cliff home. Also: [A Dallas police officer]( was arrested on a DWI charge with two children in his vehicle. ADVERTISEMENT DALLAS [Politics, tensions coming to fore in Dallas police oversight debate]( A little-known city panel this month sparked a major debate — one that has highlighted racial and political tensions — in Dallas neighborhoods. City officials in January held seven oft-contentious town hall meetings [about the future of the Citizens Police Review Board, a City Council-appointed body]( that looks into complaints about officers’ conduct. The discussion about the largely powerless board’s purpose was reignited last year after an officer killed 26-year-old Botham Jean, who was unarmed, inside his own Cedars apartment. Now, the debate will grow louder. Next month, the City Council will take up a politically sensitive push by influential activists for a strengthened board, while also trying to balance the need to retain police officers in the shrinking department. Mayor Pro Tem Casey Thomas said he doesn’t yet know what form changes would take, but he hopes the council will leave the community believing "their concerns with police brutality" will be addressed. And: [Dallas County leaders have picked a homegrown doctor to take over the county’s health department]( which was rocked by a sexual harassment claim against its former director more than a year ago. SPORTS [Mavericks' Doncic and Stars' Heiskanen are teenage phenoms making Dallas theirs]( Sports columnist Tim Cowlishaw writes: Miro Heiskanen makes quiet plays. He gets the puck out of harm's way. He keeps bad things from happening and occasionally ignites good ones at the other end. Stars coach Jim Montgomery has compared him to Scott Niedermayer, a four-time Stanley Cup champion whose end-to-end rush against Detroit in the first Stanley Cup Final I ever covered (1995) remains a thing of beauty. Heiskanen can do that, but he won't do that all the time. Much of the NHL is about minimizing risk, about closing the gap on mistakes, and Heiskanen, who plays on the power play, penalty kill and wherever needed to lead all NHL rookies in minutes played, is all about that. Luka Doncic is the opposite. Forty-foot 3-point shots just before halftime. Eleven straight points to beat the Rockets. No-look passes to DeAndre Jordan for rim-rocking slams. [Heiskanen is the greatness you don't notice. Doncic is the guy you can't miss](. Evan Grant: Fault me if you want, [but this is why I voted for Rangers great Michael Young on my Hall of Fame ballot](. EDITORS' PICKS - Editorial: Bail reform is a mess in Dallas County, but [it didn’t have to be](. - Missing person: Search volunteers found the body of a woman [matching the description of an Ennis mother who has been missing since early January](. - At the border: Once-hopping Tornillo, host of the tent city for migrant children, [is suddenly almost a ghost town](. MLK board dances as they pass by the Martin Luther King Jr. Community Center during the 37th Annual MLK Parade in Dallas. (Vernon Bryant/Staff Photographer) FINALLY [Thousands at Dallas MLK parade celebrate lessons learned from the civil rights icon]( [Tens of thousands turned out for the 37th annual MLK Day parade Monday along MLK Boulevard in southern Dallas](. Organizers said there were more than 6,500 participants in about 200 parade entries, including marching bands, dance groups and elected officials. Samuel Bible, 18, spent the parade handing out cards to younger black teens about how to interact with police if they get pulled over. He’s only a few years older than the youths he wants to mentor, but he said that makes it easier to connect with them. "A lot of times, the youth are miseducated on how to interact with law enforcement. I want to be that bridge that can teach them," he said. Sabrina Cooper, 30, said she brought her 4-year-old son, Andrew, to the event because it was important for him to see "how much MLK has done for our communities." 👋 That's all for this morning!
