Earlier this year, officials surveyed cities like Austin that have poured resources into bridging the gap between the streets and a permanent home. They’ve toured tiny homes in a Los Angeles community built on what was previously a 6.8-acre parking lot and surveyed container homes in southern downtown Atlanta.
