Friend, Joe Manchin -- the house-boat enthusiast, thorny Senator from West Virginia we are all tired of talking about -- has thrown a wrench in Democrats' plans by coming out against including paid leave in the Build Back Better reconciliation bill currently under discussion in Congress.
