And it has been that way for many decades. Emily Murphy is head of the General Services Administration, the federal agency that runs presidential transitions. And to date, she has [refused to release]( the $9.9 million in computer systems and money for salaries and administrative support for the [mammoth undertaking]( of setting up a new government. Her intransigence is severely hindering the Biden team's transition efforts.
