Friend, I have written to you many times over the last three and half years about the [National Popular Vote Interstate Compact](, the campaign to elect our presidents by popular vote instead of the Electoral College. I told you at the time that this will be our longest campaign ever -- and I am writing today to tell you we are still fighting!

We have come a long way over the years. We have worked with state groups and won victories in Colorado, New Mexico, Delaware, and Oregon. Now a total of fifteen states & the District of Columbia have joined the NPVIC, which total 196 electoral votes.
We are currently working with a coalition in Virginia. Just this past week, the Virginia House of Delegates voted 51-46 to pass HB 177âto have Virginia join the National Popular Vote Interstate Compact. The bill is now headed onto the state Senate for a vote.
This will be a long fought campaign, but we have seen many successes because of the activism of the Daily Kos community that has flooded state houses with letters and calls demanding support for NPVIC and we are not backing down till we reach our goal.

Friend, the movement to elect the president by national popular vote is really gaining momentum.
There were three huge victories last week: The National Popular Vote Interstate Compact (NPVIC) was just signed into law in Colorado! And NPVIC legislation was passed in the New Mexico state Senate and the Delaware state House. Both bills are now headed for their respective governors' desks to be signed.
With NPVIC passing in Colorado and the governors of New Mexico and Delaware expected to sign their respective bills, we are pouring our grassroots activism into more states.

Once the state bills are signed into law, that will put the NPVIC at 189 electoral votes, and we'll just need 81 more votes before it takes effect. Here's the path forward:
- For the remainder of 2019, we will focus our resources on Maine and Nevada. Thousands from the Daily Kos community have stepped up to make calls and send letters to their state legislators to pass the NPVIC.
- Oregon is our top priority in 2020, where bills have already been introduced and there has been growing support since the 2016 election.
- Virginia could be a major target in 2020 as well, as Democrats may take back the legislature this fall, making passing the NPVIC bills more likely.
- In 2021-2022, possible Democratic victories in the 2020 elections could put Minnesota, Pennsylvania, Michigan, and North Carolina on the map.
If we can stick to this plan and win, states totaling more than 270 electoral votes will have joined the compact, and we could elect a president via the national popular vote as soon as 2024!
