As a concurrent resolution, the legislature’s action does not require the governor’s signature. - Rep. Holly Rehder (R-148), a cosponsor of the resolution, said Republicans wanted Proposition A decided sooner for economic reasons. In the Senate, Democrats attempted to filibuster a vote on the bill, which came to an end when Sen. Bob Dixon (R-30), who was presiding over the chamber, censored Sen. Maria Chappelle-Nadal (D-14). - Approval of Proposition A would uphold the state's right-to-work law, passed as Senate Bill 19 in 2017. Texas statewide primary runoffs - Texas will hold its [statewide primary runoffs]( next week for any races in which a candidate did not secure a majority of votes in the primary. Primary runoffs will be held in the following state-level races: the [Democratic gubernatorial race](), one seat on the [Texas State Board of Education](, one district in the [state Senate](, and 14 [state House]( districts. Eric Greitens (R). The special session was set to convene 30 minutes after the regular session adjourned. - May 14. Prosecutors drop felony invasion of privacy charges. Attorneys representing the state of Missouri announced the felony invasion of privacy charge against Greitens would be dropped. The decision came after St. Louis Circuit Attorney Kim Gardner—a prosecuting attorney in the case—was named as a trial witness. Judge [Rex Burlison]( allowed Gardner to be named as a witness due to her possible knowledge of former lead investigator William Tisaby's alleged perjury. - May 15. Greitens' attorneys file a police report against former lead investigator William Tisaby. The attorneys accused Tisaby of lying under oath about his methods and collected evidence. They also claimed he and Gardner repeatedly met in secret with "a major witness in the case." Wisconsin special state legislative primary elections - Ballots were set for the two Wisconsin state legislative special elections that will be held on [June 12, 2018](. Wisconsin State Senate District 1 and Wisconsin State Assembly District 42 were both vacated on December 29, 2017, after the previous officeholders were appointed to new positions. Both districts intersect with one or more [Pivot Counties](. - Caleb Frostman (D) and Andre Jacque (R) will face off in the [State Senate District 1]( special election. Jacque defeated Alex Renard in the Republican primary and Frostman was the only Democratic candidate to file for election. - In the [State Assembly District 42]( Republican primary, Jon Plumer advanced to the general election after defeating three other candidates. Plumer will face Democratic candidate Ann Groves Lloyd and independent candidate Gene Rubinstein. Connecticut Democrats head to state convention - The Connecticut Democratic Party is holding its [state convention]( from May 18 to May 19. At the convention, delegates will vote to endorse candidates in the [August 14 primary]( for governor, lieutenant governor, attorney general, treasurer, secretary of state, comptroller, U.S. Senate, and four of the state's five congressional seats. - In order to be officially endorsed, candidates must receive votes of support from over 50 percent of the delegates. Candidates who receive votes of support from at least 15 percent of the delegates will be automatically added to the primary ballot. Louisiana Senate approves bill to ban abortion at 15 weeks, construction funding bill - Abortion ban bill. The Louisiana State Senate approved SB 181 by a 24-1 vote. The bill would prohibit abortions after 15 weeks of pregnancy. It passed the House on April 24, 2018, by a 31-3 vote. It was sent to the governor's desk. According to The Advocate, Gov. John Bel Edwards (D) said he would consider signing the bill, which would not go into effect unless courts upheld a similar bill in Mississippi. Current Louisiana law prohibits abortions after 20 weeks. - Construction funding bill. The Louisiana State Senate [unanimously approved HB 2](, a $683 million capital outlay funding bill, down from $961 million in fiscal year 2018. Senate Revenue & Fiscal Affairs Committee Chairman Jean-Paul J. Morrell (D) said the cuts were a result of the state's financial difficulties, but the bill included funding for the most high-priority projects. He added that many of the projects would receive funding through bond sales. The bill would fund infrastructure projects and repairs to university and state buildings. It was sent to the House for consideration on amendments. Oregon special session expected to convene - Gov. [Kate Brown]( (D) called for a special session scheduled for May 21 to discuss whether sole proprietorships should be allowed to qualify for small business tax breaks. Brown signed a law in 2018 that prevented certain businesses from benefitting from a federal tax deduction. She called the special session to consider allowing those businesses to benefit from a different tax break, saying it would "create a level playing field for Oregon's smallest businesses." Vermont special session set to convene - Gov. Phil Scott (R) [called a special session]( to convene on May 23. The governor wrote in a letter to House Speaker [Mitzi Johnson]( (D) and Senate President Pro Tempore [Tim Ashe]( (D) that he wanted to reach an agreement to avoid a property tax increase. - The governor called the session following the legislature's approval of budget and tax bills that would raise property tax rates by 2.6 cents for residents and 5.5 cents for businesses. Legislators proposed using $33 million in one-time funds to pay down debt on the state's teacher retirement fund, but Scott wanted to use the funds to prevent property tax rates from rising. Nashville holds special election for mayor - A [special election]() for mayor and the District 1 seat on the metro council will be held in Nashville, Tennessee on May 24. The mayoral election is needed to fill the vacancy caused by the resignation of former Mayor [Megan Barry]( in March 2018. Barry pleaded guilty to felony theft charges relating to her affair with a Nashville police officer in charge of her security detail. - Acting Mayor [David Briley]( and twelve challengers are running in the special election for mayor.
