Top Georgia primary runoffs: Republican fight for governor, Democratic contests in Atlanta-area congressional districts
Georgia voters head back to the polls next Tuesday to decide primary runoffs for key state and congressional races.
The Republican race with the most attention is the gubernatorial runoff. Lieutenant Gov. Casey Cagle and Secretary of State Brian Kemp are levying personal and professional attacks against each other. Polls indicate a close race. Yesterday afternoon, Trump announced his endorsement of Kemp. Trump tweeted, âBrian is tough on crime, strong on the border and illegal immigration. He loves our Military and our Vets and protects our Second Amendment. I give him my full and total endorsement.â
Current Gov. Nathan Deal recently endorsed Cagle, while the other three Republicans who competed in the May 22 primaryâHunter Hill, Clay Tippins, and Michael Williamsâ endorsed Kemp. The winner will face former state House Minority Leader Stacey Abrams (D) in the general election.
Major Democratic runoffs take place in metro Atlanta congressional districts that the Democratic Congressional Campaign Committee is targeting in November. Lucy McBath, an activist and advocate for stricter gun laws, and businessman Kevin Abel are competing to face U.S. Rep. Karen Handel (R) in the 6th District. Georgia State professor Carolyn Bourdeaux and businessman David Kim are running to challenge U.S. Rep. Rob Woodall (R) in the 7th District.
EMILYâs List endorsed McBath in the 6th and Bourdeaux in the 7th. Abel and Kim are both largely self-funding their campaigns and say they will oppose Nancy Pelosi as House Democratic leader if elected.

California Supreme Court removes the Three States Initiative from the ballot
The California Supreme Court removed Proposition 9 yesterday from the 2018 general election ballot. Proposition 9 would task the state with petitioning Congress to divide the state of California into three states: California, Northern California, and Southern California. The state Supreme Court said Proposition 9 was removed "because significant questions have been raised regarding the propositionâs validity and because we conclude that the potential harm in permitting the measure to remain on the ballot outweighs the potential harm in delaying the proposition to a future election."
Questions about the initiative's validity were brought before the court in Planning and Conservation League v. Padilla. Depending on how the court rules on the pending litigation, the ballot initiative could appear on a future ballot, such as the general election on November 3, 2020, or be struck down completely. As the initiative power is a state constitutional issue, not a federal issue, and the California Supreme Court is the stateâs highest court, Proposition 9 supporters likely cannot appeal the order.
Tim Draper, who proposed the ballot initiative, responded to the order, saying, âApparently, the insiders are in cahoots and the establishment doesnât want to find out how many people donât like the way California is being governed. They are afraid to know the answer as to whether we need a fresh start here in California. ⦠The whole point of the initiative process was to be set up as a protection from a government that was no longer representing its people. Now that protection has been corrupted.â Former Assembly Speaker Fabian Núñez, who contributed to the campaign opposing Proposition 9, also responded, stating, âPutting this unpopular and flawed measure on the ballot in the first place was an act of political malpractice that gives direct democracy a bad name.â The executive committees of both the state Republican and Democratic parties voted to oppose Proposition 9 earlier this year.
The Planning and Conservation League, a Sacramento-based nonprofit environmental organization, filed the lawsuit on July 9, 2018. The lawsuit focuses on the question of whether Proposition 9 would make a major change to the state's constitutional framework. Article 18 of the California Constitution says that ballot initiatives can amend the state constitution; however, constitutional revisions require a two-thirds vote of each legislative chamber or a vote of delegates at a constitutional convention and voter approval. The California Supreme Court has defined constitutional revisions as changes that alter the basic governmental framework and concluded that initiatives cannot make revisions. Draper said, "the result [of Proposition 9] would be nullification of the California Constitution, not its ârevision." He added, "[Proposition 9] will not be a ârevisionâ of the old Constitution any more than the current state Constitution is a revision of the Treaty of Guadalupe Hidalgo."

RNC site selection committee chooses Charlotte for 2020 Republican convention
The site selection committee of the Republican National Committee (RNC) unanimously approved Charlotte, North Carolina, as the host city for the 2020 Republican National Convention yesterday. The exact dates of the convention are yet to be determined, but it is expected to take place in either July or August.
In 2016, the Republican National Convention was held in Cleveland and the Democratic National Convention was held in Philadelphia. Charlotte also hosted the Democratic National Convention in 2012.
Democrats have eight finalists for their 2020 convention: Atlanta, Birmingham, Denver, Houston, Miami Beach, Milwaukee, New York, and San Francisco.
