Once you've reached the limit, you'll need to turn down the loud parts if you want to make the quiet parts louder. But it's difficult to achieve a loud mix that still has a lot of impact. There are many different plugins that can help you do this: hard clippers, soft clippers, limiters, etc. One plugin that caught my attention at The NAMM Show earlier this year was Master Plan, made by a company called Musik Hack.
