It’s brought up in small towns, big cities, retirement homes, and campuses. Families are worried about their safety and everyone agrees: Maryland’s criminal justice system is broken. Crime is continuing to rise. Maryland’s recidivism rate is almost twice that of Virginia’s. Maryland incarcerates more young Black men than any state in the country (Mississippi is second). We need real reform now to make Maryland safer. I won’t just tell you it needs to happen; I’ll tell you how it can happen: - Reduce violent crime and get guns off the streets by cracking down on the circulation of illegal firearms, ghost gun manufacturers, and working with our neighboring states to fight back against illegal firearms trafficking. - Reform the juvenile justice system by treating children like children. We’re turning children into hardened criminals by putting them into facilities instead of giving them the skills and help they need to succeed. - Decrease Maryland’s recidivism rate by increasing investments in parole and probation services for returning citizens, including re-entry programs, as well as expanding educational and job-training programs. - Focus on public safety and transparency while also making the investments necessary to ensure law enforcement can effectively protect our communities These solutions are drawn from my decades of service to our community and a belief that we can solve these problems. As a lawyer, JAG officer, Lt. Governor, and Congressman, I’ve seen how our legal system can succeed or fail in our pursuit of justice. I believe that we can build a criminal justice system that delivers justice for victims, safeguards our streets, and corrects the harmful mistakes of our past. In Congress, I’ve sponsored and advocated for several major criminal justice reform efforts to create a more equitable and fair system like the George Floyd Justice in Policing Act, the First Step Act, the Uniform Code of Military Justice (UCMJ), and the BIAS Act of 2021 As Attorney General, I’ll continue to do everything in my power to build a just and equitable criminal justice system for Marylanders that ensures fair treatment and safety for all.
