The record-high temperatures this summer led to an increase in heat-related medical emergencies and deaths across the globe. Amid this crisis, the city of Phoenix created the nation's first [Office of Heat Response and Mitigation]( which offers programs and services to keep people cool. Many of the tools being implemented by the office, which are also being used to combat climate change, exist because of the Inflation Reduction Act. While landmark legislation from the Biden administration is helping state and local governments make important strides in fighting climate change, this crisis requires American leadership to act at home and abroad. This is why a delegation from the Center for American Progress is [now headed to Dubai for the 28th Conference of the Parties to the U.N. Framework Convention on Climate Change (COP28)](. [COP]( is an international climate summit. At these annual gatherings, world leaders and negotiators come together to determine how to combat the climate crisis. On November 29, it heard Securities and Exchange Commission v. Jarkesy—a case that is part of a multidecade effort by conservative interests to prevent the government from working to protect and help the American people. [The justices are being asked]( to prevent agencies from enforcing certain federal statutes against bad actors, limit efficient agency action to protect Americans from corporate misconduct, and hinder Congress’ ability to effectively enact laws. The correct decision here is obvious. [Learn More]( Bridging the Digital Divide Did you know that [35 percent of people living on Tribal land have no internet service]( Approximately 30 percent of people in rural Tribal lands also lack broadband access—a noticeable difference compared with only 14 percent of people who lack broadband access in rural non-Tribal lands. Now, [more than $100 million from the Infrastructure Investment and Jobs Act]( will go to expanding broadband access to Native American Tribes in Arizona, including the Hopi, the Navajo, the Pascua Yaqui Tribe, the San Carlos Apache Tribe, and the White Mountain Apache Tribe. Reliable internet access is critical for all functions of society. The Tribal Broadband Connectivity Program will give 33,000 homes internet access, supporting Tribes across their work, education, health, and economic efforts. Government buildings and businesses, schools, and libraries will now also be connected to the internet. This is a major and crucial investment for historically marginalized populations, with 18 percent of Native Americans in the United States overall lacking internet access. There is no doubt that this investment will pave the way for the prosperity of Arizona's Tribal lands in the era of digital advancements. [Read More]( Victory in Montana! Children, the Constitution, and the Climate Crisis On November 29, the Center for American Progress and the nonprofit law firm Our Children’s Trust held an online event discussing the climate crisis and the constitutional rights of youth. [Watch Now]( Earlier this year, Held v. Montana—the only constitutional climate litigation to go on trial in the United States—was brought by Our Children’s Trust on behalf of children. The Held case was tried in state judicial district court in Helena, Montana, in June 2023. On August 14, the judge ruled in favor of the plaintiffs in this landmark decision, deciding that the Montana Environmental Policy Act was unconstitutional and that Montana’s constitutional right to a healthful environment includes climate. [Our Children’s Trust]( also represents the 21 youth plaintiffs in the landmark federal constitutional climate lawsuit Juliana v. United States, as well as youth in climate litigation and legal actions in multiple other states and countries. It is the world’s only nonprofit public interest law firm exclusively dedicated to representing young people securing their legal right to a safe climate. The event highlighted the importance of youth voices in advocacy—specifically climate advocacy—as they are the ones who will be most affected by the consequences of climate-related policy decisions.
