He said the U.S. would not give a “blank check” and declined to say whether or when more troops might be deployed. Trump also said the U.S. would move from a “time-based” approach in Afghanistan, to an approach based on providing assistance when results are shown and with cooperation from the Afghan government, Pakistan and others. It’s unclear whether the prosecutors will appeal the ruling, and attorney David Feldman did not return questions about whether the prosecutors would step down from the case due to nonpayment. "We are delighted," said County Judge Keith Self, who sits on the commissioners court. "All along, Collin County has asked for a ruling by a court and we now have it." The settlement was the result of a case that included accusatory websites, billboards and robo-calls that painted jeweler David Blank in a negative light. The case was set to go to trial last week and a jury had been seated, according to an attorney in the case. "He feels completely vindicated," said Randy Johnston, an attorney with Dallas-based Johnston Tobey Baruch.
