An employee of Southwest Airlines and a Dallas resident, Avanzino has a low voice and full, cleanly trimmed beard. In the lingo of the LGBT community, he easily "passes" as male. But his birth certificate still says "female." He, and the dozens of other transgender Texans who [showed up to testify before the Senate State Affairs Committee on Friday](, urged them not to force him to make that choice. It was just the fourth day of a special session, legislative overtime called by Gov. Greg Abbott, and the bathroom bill was already drawing a crowd. Sen. Lois Kolkhorst, R-Brenham, said she authored the bill because she wants to protect the privacy and dignity of Texas women and girls. "We're here today because Texas has a tradition of taking care of these issues and not being dictated to by the federal government," Kolkhorst said in her opening statement. Supervisors told him they badly needed more officers, and the department asked for a small budget increase, Price said. But when Price began to look at where officers were assigned in recent weeks, [he found inefficiencies](, he said. For example, one officer was overseeing just two youths in a specialty court assignment, the longtime county commissioner said. "They keep saying they need more," Price said this week. The man who has spent a lifetime singing behind a drum kit in arenas and stadiums ticked off a list of ailments and irritations involving the cervical spine, rotator cuffs, ulnar nerve, his throat. The ringing in the ears that can be deafening in a quiet room. The twisted back and tingling hands. The dull pain that dissipates only when it's replaced by the sudden, terrifying numb. "It seems like this is the kind of stuff that I need to just shut up and keep to myself," Henley said through a small grin. "Because the blessings, if you will, far outweigh the price that I've paid." Henley, the once-and-forever Eagle, will turn 70 on Saturday.
