(AP Photo/Carolyn Kaster) Trump's plan for the 'biggest tax cut' in U.S. history features sharp cuts to business taxes The White House unveiled President [Donald Trump’s plan for the "largest tax reform ever,"]( according to administration officials, in a one-page policy paper that left most of the details to Congress. Here are the three things to know: It’s big for business. It’s a budget buster. It doesn't have a border adjustment tax. A 15 percent corporate tax rate — down from 35 percent — creates massive budget problems. The lack of a border adjustment tax clashes with the House GOP's plan. And Trump's focus on reducing rates for "pass-through" businesses, such as his own, is sure to rile skeptical Democrats. Some experts predict that the White House will learn the lessons from its failed health care overhaul last month.
