Richie Butler of Dallas' St. Paul United Methodist Church, where people gathered for the contentious and ultimately chaotic event Saturday, which would have been Jean's 27th birthday. The Caribbean native was fatally shot Sept. 6 by an off-duty police officer who said she mistook his apartment for her own. Amber Guyger was charged with manslaughter several days after the shooting and has been fired from the Police Department. But activists say that the department was too slow to act and that Guyger should be facing a murder charge. His team informed O'Rourke and the hosts Thursday night, and on Friday morning, the University of Houston announced that the debate was off. But within hours, after dizzying twists and turns for Judge Brett Kavanaugh, Cruz aides circled back. The Senate was off duty for the weekend after all, and the senator could make it. It was too late. O'Rourke's team said the congressman was booked and couldn't make it. LAW ENFORCEMENT Constable whose peace-officer license was suspended resigns under pressure A Dallas County [constable announced her resignation Friday](, months after her peace-officer license was suspended. Constable Beth Villarreal of Precinct 5 wrote in a letter that she was resigning “under pressure and threat of a lawsuit, which would otherwise be placed on the backs of taxpayers.” The lawsuit was filed last week by the state of Texas at the request of County Commissioner Elba Garcia, whose district overlaps with Villarreal’s precinct. The complaint asked a Dallas County court to boot Villarreal from office based on a state law that requires a constable to maintain a permanent license.
