The federal civil suit filed Wednesday by Suzanne Wooten [is the latest move in a years-long dispute mired in politics, improprieties and legal maneuverings.]( Wooten claims not only that her constitutional rights were violated but also that the charges against her were part of a larger "pattern of abuse of power and malicious prosecution for political gain" plaguing the Collin County district attorney's office at that time. Breaking this evening: Lupe Valdez [owes more than $12,000 in unpaid property taxes](, according to a report from the Houston Chronicle. Councilman censured: A McKinney councilman who alleged that he was racially profiled has apologized, and even [voted along with the rest of City Council to reprimand himself](. Lee/Staff Photographer) Economic Development Frisco was the nation's fastest-growing city, but another D-FW city's growth was more surprising Frisco, for the first time in at least five years, topped the U.S. Census bureau’s list of fastest-growing big cities in the nation, adding an average of 37 new residents every day for a population jump of 8.2 percent, data released Thursday showed.  The booming Dallas suburb also landed in the ninth spot in terms of the raw number of residents it added over the year that ended in July -- an impressive feat for a city that, at 177,286 people, is still relatively small.  But while experts said Frisco’s strong showing is merely more of the same from a northern corridor that has been on an economic tear, observers of Texas’ growth say that the latest numbers [included surprising signs of momentum in a part of the metroplex that often plays second fiddle.]( Real estate: Get a look at [Liberty Mutual's towering Plano regional campus](, one of the four big business anchors in Plano's $3 billion Legacy West project. (Ben Sklar/NYT) EDUCATION Texas throws out some STAAR results because of recent computer glitches Texas Education Commissioner Mike Morath [is discarding about 71,000 STAAR results]( after students experienced glitches with online testing this spring. This is the second time Morath has had to set aside some results because of widespread computer problems with the high-stakes tests. In 2016, about 14,200 students had answers erased and districts across Texas experienced a variety of issues including shipping problems, grading errors and even test questions with no correct answer. The state's vendor — Educational Testing Services — ended up paying the state $5.7 million for those problems and planned to spend $15 million on improvements.
