Why? When The Dallas Morning News analyzed inmate populations at Texas county jails, we discovered an alarming trend: [The number of women filling county jails has increased 48 percent since 2011](. These are pre-trial inmates, meaning they have yet to be convicted. So what is going on? We visited one of the jails with the largest increase, Burnet County, to find out. We met women who couldn’t afford their bail or got caught up in drug addiction and kept getting arrested. One sold candy to an undercover cop, pretending it was drugs.
