The city worked with the Becks to rezone their 430 acres, holding numerous town halls and countless other meetings to flesh out an area master plan. The city lined up $36 million in tax incentives to redevelop the property. And the city included in its 2017 bond program $6 million in matching funds for a Midtown Park that I am starting to believe I will never see in my lifetime. And now the city is claiming, in papers filed in court this week, that [Valley View is a giant code violation](. They had approved a five-year contract in 2015 that included a 23 percent pay raise and annual increases of 3 percent. At the time, the rates were the highest in the industry. But Delta, United and Southwest later agreed to bigger deals and American pilots wanted a correction. CEO Doug Parker refused. Five months later, American abruptly reversed course. In mid-contract, it offered average pay raises of 8 percent to pilots and 5 percent to flight attendants. The move was unusually generous and a sharp contrast with American's old history of clashing with labor. Everybody happy?
